Get to Know IEC's New Water Program Manager

posted on Tuesday, March 4, 2025

IEC is excited to introduce our new Water Program Manager, Colleen Fowle, who will continue the organization’s leadership on clean water and land stewardship. Colleen joins us at a busy time at IEC – legislative session in full swing, an active lawsuit to protect wetlands, and budding public health projects – and her work will continue our outreach, education, and advocacy. “I’m so excited to join the IEC team,” adds Colleen, “and combine my education, research experience, and passion for the environment all in a singular role!”

IEC’s commitment to water advocacy has spanned the organization’s 30-year lifetime. At its inception, the water program was founded on an initiative to close Iowa’s agricultural drainage wells, which was finalized this past fall, illuminating the long and arduous journey for water protection in Iowa. Throughout the years, our water work was directed by previous program staff who amassed supporters across the state, led successful beach advisory and recreational safety campaigns, produced peer-reviewed research, and demanded accountability at the Capitol. Colleen’s work will expand on these efforts, while responding to present-day challenges and threats.

Colleen FowlePrior to joining IEC, Colleen was an educator of science, technology, engineering, and mathematics (STEM) courses for grades 6 through 12 in Polk County. Her diverse background also includes degrees in Chemistry, Math, Water Resources, and STEM Education and extensive scientific research focused on environmental and climate issues. She has been actively involved in water resources and conservation advocacy in Arizona, South Dakota, and for the Iowa Stormwater Education Partnership (ISWEP).

Her experiences in environmental education and water resource advocacy have been especially important this legislative session. Colleen represented IEC at multiple subcommittee hearings for House Study Bill 83 and Senate File 3, pertaining to natural infrastructure and flood mitigation.

Colleen says, “Throughout my first 6 weeks, it has become evident how highly-regarded and well-connected IEC is across the state, with strong relationships among local, state, and regional partners. I look forward to continuing our coalition-building efforts, as it will require the collective efforts of all stakeholders to drive meaningful environmental change for Iowans”

In her free time, Colleen can be found enjoying outdoor adventures with her husband and two children. She enjoys kayaking, reading, solving puzzles, and hiking alongside her yellow lab Blaze. Learn more about Colleen on our staff page or reach out to her directly at fowle@iaenvironment.org
